Anshan Normal University Notice for Strengthening International Students’ Self-protection during the Period of Prevention and Control on Pneumonia caused by Novel Coronavirus

留学生同学们：

新型冠状病毒肺炎疫情牵动着亿万中国人民的心,学校对留学生同学们的健康表示最深的关心和关切！目前辽宁省已启动突发公共卫生事件一级响应机制，学校党委也成立了防控工作指挥部，防控新型冠状病毒感染的肺炎疫情成为重中之重。为确保疫情防范工作有序开展，现将近期工作安排通知如下：

Dear International Students：

Pneumonia Epidemic caused by Novel Coronavirus is the main concern for hundreds of millions of people, and we express our deepest concern for international students’s health and fitness! At present, LiaoNing province has started the First-level Response Mechanism for Public Health Emergencies. Anshan Normal University Party Committee has also set up headquarters for prevention and controlwork, and the prevention and control of Pneumonia Epidemic caused by Novel Coronavirus has become the top priority. To ensure each prevention and control work to be carried out in an orderly manner, the recent work arrangements are notified as follows:

Вспышка новой коронавирусной пневмонии поражает сердца сотен миллионов китайцев. Университет выражает глубокую обеспокоенность и заботу о здоровье иностранных студентов. В настоящее время в провинции Ляонин введен первый уровень готовности реагирования на чрезвычайные ситуации в области общественного здравоохранения, партийный комитет университета также создал штаб по профилактике и контролю. В целях проведения работы по профилактике эпидемий, сообщаем следующий план работы на ближайшее время:

一、春季学期延期开学，学校实施封闭管理，请同学们不要自行提前返校

根据疫情防控工作的需要，考虑人员流动对疫情传播的影响，为充分保障同学们的身心健康，根据鞍山市教育局和辽宁省教育厅相关文件精神和鞍山市疫情防控指挥部的工作要求，学校决定推迟2020年度春季学期开学时间，全体同学务必不要提前返校，具体开学时间及后续工作安排会及时通知，请大家注意查收邮件、关注微信群及鞍师国际公众号。

1.The spring semester is postponed. Please do not return to the school in advance as the school implements closed management.

According to relevant documents issued by the Education Department of Liaoning Province and the Anshan Epidemic Prevention and Control Headquarter, for the needs of epidemic prevention and control, considering the impact of personnel mobility on the spread of the epidemic, in order to fully protect the physical and mental health of the students. The university decided to postpone the coming semester and students who have left school please wait for the notice at ease, be sure not to return to school in advance, the specific starting time and subsequent work arrangements will be notified in a timely manner.Students can check emails or follow the Official Wechat Account for the School of International Education to get further notification.

Начала учебного семестра переносится, университет находится в закрытом режиме, пожалуйста, не возвращайтесь раньше времени в университет.

В соответствии с необходимостью предотвращения и борьбы с эпидемий, учитывая влияние перемещения людей на распространение эпидемии, с целью обеспечения защиты физического и психического здоровья учащихся, в соответствии с документами, выпущенными Департаментом образования провинции Ляонин и отделом по профилактике и контролю эпидемий в Аньшане, университетом принято решение отложить начало весеннего семестра 2020 года, студентам ни в коем случае не следует возвращаться преждевременно, о начале времени учебы будет сообщаться дополнительно, пожалуйста, своевременно проверяйте e-mail, группу в WeChat и публичный аккаунт – «Anshi guoji».

为做好疫情防控工作，目前学校已经封闭，校内相关公共场所均已暂停使用。校内同学建议不要外出，特殊情况须到公寓管理员处请假获批且领取出入证后方可出入。校外同学请不要返校，如有特殊情况，请提前与国际教育学院留学生办公室老师联络。

In order to ensure the epidemic prevention and control work, the school has been closed, and the relevant public places in school have been suspended. Students on campus can only apply to get a pass for getting out and entering in the school campus under certain circumstance with a permission from the apartment administrator(teacher in office 213).

In addition, we highly recommend you not to go out during the epidemic prevention and control.Students living outside the university are not allow to get in at the moment. Please contact the teacher at the International Students Office from the School of International Education in advance for certain circumstance.

В целях обеспечения эффективной работы по профилактике и борьбе с эпидемией университет закрыт, использование общественных мест, находящиеся на территории кампуса университета приостановлено. Студентам, проживающим в кампусе университета не рекомендуется выходить на улицу. В особых случаях необходимо обратиться к коменданту общежития, для получения отпуска и разрешение на выход/вход. Студентам, проживающим за пределами кампуса университета не нужно приходить в университет, в случае особых обстоятельств, заранее связывайтесь с преподавателями деканата института международного образования.

二、增强安全意识，加强自我防护

假期在华的同学，请时刻关注自己的身体状态，要求大家不要与外地人员会面；平时要严格做好防护措施，勤洗手、勤消毒、多通风；不去人员密集场所，特别是人多且密封的环境；出行务必戴好口罩；合理进行适当的体育锻炼。

2.Enhance safety awareness and strengthen self-protection

Students in China during the holiday, please pay attention to your physical condition at all times, please do not meet people coming from other cities; Take strict protective measures such as washing your hands and disinfecting household frequently as well as opening window for better ventilation.Please do not go to crowded areas, especially where is crowded and sealed.Wearing masks when going out, and take physical exercises moderately.

Укрепление осознания важности безопасности, усиление самозащиты

Студенты, находящиеся в Китае во время каникул, пожалуйста, своевременно обращайте внимание на свое физическое состояние, избегайте встреч с посторонними; следует соблюдать строгие защитные гигиены: мыть руки, часто дезинфицировать и проветривать помещение; не ходить в людные места, особенно в места, с большим количеством скопления народа, выходя, обязательно надевайте маску, выполняйте умеренную физические упражнения.

假期在鞍且住校的同学如无特殊原因，不要离校外出。同时，请配合学校完成体温测量、出入校请假、证件检查等工作。

Do not leave the university if you are staying on campus during the holiday without any special reason. At the main time, students staying on campus please cooperate with the school’s epidemic prevention and control work such as temperature measurement(We may check your temperature anytime.), leave applying(You need to apply for leave when you need to enter or get out the campus.) and admission pass checking work (As above, after getting the permission of leave, the apartment administrator will provide you an admission pass which you need to show to the security with your student ID card ) and so on.

Студенты, которые на каникулах остались в Аньшань, тем более проживают на территории кампуса университета, не выходите на улицу без особых обстоятельств. Одновременно, необходимо оказывать содействие в измерение температуры, при входе/выходе из университета необходимо получить разрешение, предоставить пропуск и пройти проверку необходимую проверку.

假期在鞍且在校外居住的同学，尽量不要外出活动，同时要配合所属社区的防控工作。如有确须外出离鞍计划，需经国际教育学院留学生办公室批准；如从外地返鞍，需自行居家隔离观察14天，且每日向国际教育学院留学生办公室报告身体健康状况。

Students staying outside the campus for holiday shall cooperate with the community to finish the epidemic prevention and control work.It is also not recommended to go out during the the epidemic prevention and control. If you are certain that you must leave Anshan, you need to be approved by the International Student Office.You will need to live isolated for 14 days and report your physical health status to the International Student Office of the School of the International Education everyday if you return to Anshan from other places.

Студенты, проживающие в Аньшане за пределами кампуса университета во время каникул, старайтесь не выходить на улицу и оказывать содействие в проведение общественной профилактической работы. Если вы планируете покинуть пределы Аньшаня, то вам необходимо заранее получить разрешение в деканате международных студентов; если вы возвращаетесь в Аньшань из другого места, то в течение 14 дней вы обязаны провести в домашней самоизоляции, к тому же каждый день докладывать о своем самочувствие в деканат института международного образования.

假期在华且不在鞍的同学，不要在近期返鞍，请在当地做好防护，同时积极配合所在地政府应对疫情所采取的相关措施。

Students who are in China but not in Anshan, during the holiday please do not return to Anshan in the near future. In addition, please enhance self-protection and actively cooperate with the relevant measures taken by the local government in response to the epidemic.

Иностранным студентом, находящимся в Китае, но не в Аньшане, не следует возвращаться в Аньшань в ближайшее время, необходимо принять меры личной безопасности в том месте где вы находитесь, одновременно необходимо оказывать активное содействи местному правительству для принятия мер по противодействию эпидемии.

即将出境或已在旅程中的同学，请提前将相关信息和健康情况告知国际教育学院留学生办公室，并做好自我防护工作，抵达目的地后，建议自行居家隔离观察14天。

Students who are about to leave China, or are already on traveling should inform the International Students Office in advance and do self-protection carefully. After arriving, we advice you to isolate yourself for 14 days at home and observe your health condition.

Студенты, собирающиеся уезжать за границу или уже находящиеся на путешествии, пожалуйста, сообщите соответствующую информацию и состояние здоровья учителям Института международного образования, ответсвенным за иностранных студентов; придерживайтесь правил университета и принимайте все необходимые меры по профилактике заболеваний. По пребытию в место назначения, советуем оставаться в домашней самоизоляции в течение 14 дней.

如无必须，请大家尽量减少出行，特别是避免乘坐高铁、飞机、地铁、公交车等人多密集的交通工具。

Please try to reduce travel as much as possible, especially using crowded transportation such as high-speed train, airplane, subway or bus.

Советуем не выезжать без острой необходимости и полльзоваться людными и закрытыми транспортными средствами, как поезда, самолеты, метро, автобусы..

养成良好的卫生和健康习惯，不聚（会）餐，不握手，多饮水，保持充足睡眠。

Form good hygiene and health habits.Try to avoid dining together with your friends as well as shaking hands. Try to drink more water, and maintain adequate sleep.

Соблюдайте личную гигиенту и хорошую привычку, старайтесь не есть в людных местах, избегайте нажимать руку с людьми, пейте больше горячей воды и хорошо отдыхайте.

如出现发热、乏力、干咳、呼吸困难等症状，请第一时间联系国际教育学院留学生办公室老师，以获取帮助。

If you have symptoms such as fever, fatigue, cough, or dyspnea, please contact the International Student Office teacher at the School of International Education for help.

При появлении симптомов -- повышенная температура, кашель, усталось, затруднённое дыхание, немедленно обратитесь за помощью к учителям деканата иностранных студентов.

所有在华同学，均须每日上午9点前向国际教育学院留学生办公室老师报告身体状况。

All students in China must report their physical condition to the teacher of the International Students Office everyday before 9 am.

Все оставшиеся в Китае студенты обязаны сообщать о своем состоянии здоровья учителям деканата, каждый день до 9 ч.

三、保持信息畅通，密切与学校联系

请全体同学与国际教育学院留学生办公室的老师保持密切联系，以便及时了解学校的相关信息。各位同学要服从学校的安排，遇到问题和困难，以及假期计划出现变化的情况，请及时与老师联系，老师们会第一时间给大家提供支持和帮助。

3. Keep in touch with the university closely.

Please keep in touch closely with the teacher from the International Student Office to get relevant information on time.Please obey the school's arrangements, and contact the teacher in time when having problems and difficulties or changing the holiday plan. Teachers from the International Student Office will provide support and assistance as soon as possible.

Всегда будьте на связи с университетом международного образования.

Поддерживайте тесный контакт с учителями Университета, ответственными за иностранных студентов. Студенты обязаны следовать правилам Университета. При возникновении проблем, различных трудностей или при смене местонахождения студентам необходимо незамедлительно связаться с учителями.

此时此刻，广大白衣天使正奋战在防疫工作第一线，学校很多教职员工正坚守在校园疫情防控的岗位一线。战胜疫情需要专业医护工作者的救死扶伤，需要专门工作力量的保驾护航，也需要每位鞍师国际学生的理解和配合。

At this moment, the vast majority of doctors and nurses are fighting on the frontline of epidemic prevention, and many staff members are sticking to the frontline of epidemic prevention and control positions on campus. The victory over the epidemic requires the help of professional medical workers, the escort of specialized working forces, and the understanding and cooperation of every international student of ANU.

На данный момент врачи ангелы в белых халатах упорно борются с эпидемией, а преподаватели нашего университета регулярно проводят мероприятия по профилактике вирусных заболеваний. Для эффективной борьбы с вирусом требуется не только слаженная работа медицинских работников, работа специального охрана, но и понимание и содействие всех иностранных студентов АПУ.

亲爱的同学们，为了你自己和他人的健康，请务必不要提前返校，具体开学时间和后续工作安排将另行通知。让我们共同祈愿抗击疫情斗争早日取得胜利！感谢你们的理解与配合，让我们齐心协力，共渡难关！
